A yellow smiley face is drawn on a white background using SVG circles and a path. The face consists of two eye circles, a mouth arc created with the `d3.arc` generator, and a larger background circle with a thick black stroke. The component is built with React and rendered via `ReactDOM.render`, while D3 v7 provides the arc shape generator for the mouth.
