Built with React and D3 v7, it uses `scaleLinear`, `scaleOrdinal` with `schemeCategory10`, and `axisLeft`/`axisBottom` to render SVG circles with hover effects. Data loads from a CSV via `d3.csv`, and the reusable `scatterPlot` function updates axes and marks through `selection.join`, creating a seamless, repeatable transition.
