A static SVG face is drawn with two yellow circles forming a head and eyes, rendered through plain SVG elements in the HTML. The code loads React 19.1.0 from a CDN and logs the React object to the console, while `index.js` prints "hello world". The example demonstrates a minimal HTML starter setup with SVG markup, though no React components or interactive behavior are actually implemented.
