A yellow smiley face with black outlines, red eyes, and a red arc-shaped mouth is rendered as an SVG. D3.js selects the SVG element and uses `transition.attr` to animate the eyebrows rapidly up and down every two seconds. The face and features are constructed with D3’s `arc` generator for the mouth and appended SVG circles and rectangles for the eyes and brows. The animation runs indefinitely via chained transitions.
