Built with React, the app uses the `useState` hook to track mouse position and the `onMouseMove` event handler on the SVG element to capture client coordinates. ReactDOM renders the circle with dynamic `cx` and `cy` attributes, while the SVG viewport is fixed at 960 by 500 pixels.
