A circle follows the mouse cursor within an SVG canvas, updating its position in real time as the mouse moves. The React-based application uses the `useState` and `useCallback` hooks to track and update mouse coordinates from the `onMouseMove` event on the SVG element. The circle is rendered with a fixed radius of 30 pixels, and the canvas dimensions are set to 960 by 500 pixels. ReactDOM renders the component into the root div on the page.
