The visualization uses d3.geoAlbersUsa with custom scaling and translation to generate a projection, while d3.geoPath renders the county boundaries from a TopoJSON file. The React-based application loads data from a CSV file and includes dropdown menus to switch between minimum, maximum, and average wattage values, though the menu selection currently does not control the circle sizing.
