Using D3 v5 and TopoJSON, it loads the `australia.json` topology, converts the `2021_ELB_region` object into GeoJSON features, and renders them as SVG paths via `d3.geoPath` with a Mercator projection. A `d3.scaleOrdinal` with `schemeCategory10` determines fill colors, while state names are positioned at path centroids. The map includes red stroke outlines for all region boundaries.
