A smiley face remains static and centered, while a single gray circle tracks the mouse movement across the SVG canvas. The React component uses `useState` and `useCallback` to update the circle's `cx` and `cy` attributes on every `mousemove` event, rendering via ReactDOM. The example demonstrates interactive SVG rendering with React and D3 v7, though it does not use D3-specific APIs beyond the imported library.
