The scatter plot encodes time on the x-axis and the total dead or missing count on the y-axis, with each circle representing an incident and a tooltip displaying the exact date. Built with React and rendered as SVG, it uses d3.scaleLog for the y-axis, d3.scaleTime for the x-axis, and d3.csv to load the dataset. Axis components and marks are generated programmatically from the data.
