A yellow circle with a black outline is drawn in the center of an SVG canvas, with a second unfilled circle placed to the upper right. The React application uses `ReactDOM.render` to render an SVG element with two `<circle>` elements, where the first circle’s radius is derived from the canvas height and stroke width. The code imports React and ReactDOM, and the drawing is produced via React’s JSX syntax within the `App` component.
