Wow that's really nice! I love the styling of it. It would be interesting to size the circles by the 2023 numbers in the data, and maybe add text labels for the biggest ones.
Also - the tooltips are great! A voronoi overlay would help with the interaction. It's a bit difficult to hover on the dot exactly.
I would suggest to modify the hover color, it sort of blends in with the background on hover.
